If a parent of a student notifies their school in advance to an absence of more than 15 days, then this bill will surpass any regulations of the Board of Education that will immediately withdraw the student. It will also exclude the absense from being considered chronic absenteeism because of the notice in advance.

Requires each college or university to have at least one confidential resource advisor to be a resource for students and employees to discuss alleged acts of sexual misconduct. This bill will create a statutory privlege between the resource advisor and a student or employee. Meaning, there will be a advisor-student or advisor-employee privlege to withhold information in a legal setting.

Virginia Erosion and Stormwater Management Program authority; right of entry.
Allows localities to enter any establishment or property for the purpose of obtaining information, conducting surveys, or investigations in the enforcement of the Virginia Erosion and Stormwater Management Program. In which, removes the restriction on localities that operate regulated municipal seperate storm sewer systems (MS4) to enter on those properties from which a discharge enters. But, operators that are not a locality are still restricted to only enter on properties where a discharge enters their MS4.

During development, within a locality with a population of at least 75 people per square mile or a locality located within the Chesapeake Bay watershed, requires the developer to submit a map or survey indicating the location of critical root zones on the said property. And provide any other information to assist the locality to determine if the trees are sufficient to fulfill tree canopy requirements.
